Title: QuarryMaster: A Web-Based System for GSMB Regulatory Compliance, Explosive Inventory Management, and Blast Monitoring in A-Grade Quarry Sites
Authors: Mayadunna, D M
Issue Date: 23-Jun-2025
Abstract: Abstract The quarry operations in Sri Lanka, particularly those under A-grade licenses, are governed by strict regulations enforced by the Geological Survey and Mines Bureau (GSMB), requiring comprehensive management of explosive permits, inventory tracking, and blast monitoring. Currently, these critical processes rely on manual, paper-based systems, leading to significant inefficiencies, delayed reporting, and potential safety risks. QuarryMaster addresses these challenges by implementing a comprehensive web-based system that digitalizes and streamlines the entire workflow from permit application to blast monitoring. The system implements a hierarchical user structure incorporating four key stakeholder groups: GSMB officers (administrators), site engineers, explosive controllers, and explosive dealers. Using modern web technologies - Angular for the frontend, Node.js with Express.js for the backend, and MySQL for database management - QuarryMaster provides a secure, role-based platform for managing quarry operations. The system features a complete workflow for explosive management, including permit applications, quota requests, purchase management, and operational tracking, enhanced by Leaflet map integration for spatial visualization of quarry sites. A significant feature of QuarryMaster is its district-based access control system, ensuring that explosive controllers and dealers can only operate within their designated jurisdictions. The system implements strict validation workflows where site engineers can only request explosive quotas with approved permits, and purchases can only be made within approved quota limits. Real-time tracking of all transactions, automated status updates, and comprehensive audit trails ensure regulatory compliance and enhance operational safety. The implementation demonstrates significant improvements over the manual system, including streamlined permit processing, enhanced inventory tracking, and improved stakeholder communication. The system's modular architecture allows for scalability and future enhancements while maintaining secure and efficient operations. By digitalizing these critical processes, QuarryMaster not only improves operational efficiency but also enhances safety compliance in Sri Lanka's quarry industry.
