Abstract: In the competitive international shipping industry environment, the imperative need and search for efficient cost effective techniques particularly through application of computers and communication technology has dramatically intensified. Shipping Applications are heterogonous distributed complex dynamic and large which essentially requires cutting edge technology to yield extensibility and efficiency. One of the important applications in a container terminal is the vessel planning system which assures maximum utilization of vessel space and resources with minimum container movements and finally guarantees high productivity. In Sri Lanka, ninety percent of the container loading of a vessel is planned manually by experienced planners. It was observed through our study that the utilization of vessel locations are highly dependent on the skills of the operational staff who allocate them. Further, Bay plan information exchange is limited by the capacity of a floppy disk. Also, the tracking of loaded container information is a laborious task dependent mostly on the bulky printouts generated from the mainframe machine. In this report we describe a new vessel planning system that was developed for Jaye Container Terminal of the Sri Lanka Ports Authority (SLPA). The main function of this new system is to create a vessel loading plan (operation Sequences of loading containers from yard to vessel). The intention of this project is to maximize the productivity by minimizing the human intervention in the area of container space allocation in the vessel. In order to achieve this in a systematic manner, handling priorities with regard to the Container discharging port, Container weight, Container height, Container type and the stability of the vessel are considered. This vessel planning system provides vast amount of features which include considerable reduction in the amount of container movements inside the vessel as well as in the yard, saving a lot of machine power and human time. Also, the Bay plan information could be interchanged through the internet.
