Abstract: E-learning, the most significant new learning technologies to emerge in the last decade facilitates teacher and learner with electronic and other related technologies such as web, internet and multimedia. Content development is the most important area in this new learning environment. “E-learning package” for Software Project Management and Software Quality Management (SPM & SQM) is aimed at bringing the very need in delivering content of IT5201(Chapters 1 – 5) to achieve higher level of efficiency at Bachelor of Information Technology program conducted by UCSC as an external degree course. Knowledge of this subject is delivered only through traditional learning and teaching environment. Therefore this is one of the challenging projects since it tries to implement an application to a rarely targeted subject world ; the education. This project was conducted through vast study of pedagogical and technological requirements for gaining the back ground knowledge to develop SCORM compliant multimedia lesson contents. The most widely used authoring tools for implementing multimedia learning materials are reviewed, along with descriptions of the chosen, and reason for that choice. This dissertation sets out the complete process of multimedia content development and all most all the theoretical aspects in this regard. How multimedia teaching program, authored with Authorware 7.01, will be presented to demonstrate the capability and effectiveness of multimedia elements in the teaching learning process. A critical evaluation of the capabilities and limitations of the package is offered, based on the user testing and system testing. Finally suggestions are made for further developments and modifications of the learning material.
