Title: Development of an MIS for Project Monitoring in Reconstruction and Development Agency(RADA)

Abstract: After the Tsunami happened in December 2004, many institutions started reconstruction and development activities in the affected districts in coordination with the District Secretaries. Taskforce for Rebuilding the Nation (TAFREN) was created by them Her Excellency the President to co-ordinate the entire activity. The institution was later named as RADA. To support this activity, though many organizations attempted to develop their own MIS, Database systems etc. there was no integrated system to get an overall picture of the reconstruction work in a given locality. This project intended to provide an MIS solution to keep track of the reconstruction work carried out by various organizations. in district and divisional level as per the development plans. The project evaluates the information initiatives undertaken by various institutions. and attempt to reuse whatever the previous word done. The outcome of this project is a prototype of a model that suits manage the above information at RADA head office and GAs offices. Analysis of requirements was done for aAll divisions of RADA including Housing, Livelihood (key sectors). Requirements in GA’s office and Divisional secretariat were also identified. Information gaps with the existing tools were reviewed and presented in requirement analysis section. The project plan is on schedule and a schedule is presented at the end of this report. The prototype under this exercise was designed caters to handle MIS needs in the housing Sector only. How the system will be integrated with existing information systems such as beneficiary data sets collected by Department of Census & Statistics was illustrated in the design and implementation. A donor registration and fund monitoring module, housing sites, individual houses and construction monitoring, beneficiary management and usersecurity are the major modules implemented. Database was designed using the generally uses code numbers to assure interoperability with future systems. The concept illustrated in this project could be enhanced further by awareness programmes and better co-ordination with other ICT projects in government institutions, not only for the reconstruction purpose but also as a system that provides better ICT backed service for the community.
