Title: Samurdhi Projects Monitoring and Evaluation System

Abstract: This report illustrates a Samurdhi Monitoring and Evaluation System developed for Sri Lanka Samurdhi Authority (SLSA), to replace the present paper based, less efficient process. Sri Lanka Samurdhi Authority, having selected people from poor community island wide, has introduced projects to improve their living standards. These projects are related to Agriculture, Janapubudu, Animal Husbandry and self Employment. As supervision of these projects at village level, that function is being done at district office level. These projects are monitored and evaluated by the Monitoring and Evaluation Division of the Head Office. This work is done making use of monthly reports sent by District Progress Officers. In this process difficulties have been experienced as regards obtaining accurate reports promptly. The development of Samurdhi Monitoring and Evaluation System will facilitates monitoring of projects and evaluation of their progress. Even though this system works as one system, it could be used separately for the Head Office and District Offices. After the installation of the system, the Head Office or District Office should be selected at the very first login itself. When the system implements in District Offices, data could be sent to the Head Office monthly by e-mail. Since all District Offices are provided with e-mail facilities, data can be forwarded to the relevant division in Head Office. This dataset can be uploaded to the database at Head Office through the system. On occasions that District Officer correct or amend the dataset earlier provided and re-email, system can update the dataset again. By this method delay in re-entering and wastage as well and the delay in sending data to the Head Office can be minimized. In the development of the Samurdhi Monitoring and Evaluation System VB.NET 2005 was made use of. At the installation of the system in Head Office, for the Client-Server based system SQL Server 2000 has to be installed. But since this system is installed in district level as standalone system, SQL Server Personal Edition will have to be used. At the preparation reports throughVB.NET programming, Crystal Report ver. 10 was used. Through this system National level, District level and Divisional level reports can be produced. These reports can be produced in line with financial progress, physical progress or graphical way. Apart from this, facilities have been made available for other ministries to send some progress reports e.g. Identification of agriculture projects specific to each district, details of samurdhi beneficiaries and information as regards their bank savings etc.
