Abstract: This Web based project is being done by Mr. H.M.C.J. Hennayaka of the MSc in IT 2nd batch of the University of Colombo School of Computing (UCSC) in partial fulfillment of 3rd semester individual project. The Ministry of Healthcare and Nutrition is responsible of providing free health care services to the people of Sri Lanka inclusive of medication. The Ministry is executing this responsibility through a well-established network of hospitals and preventive healthcare institutions. In keep with the mission and objectives of the Ministry of Health several steps were taken to develop health manpower. One of the main institutions to develop selected health manpower for the provision of health care and to provide primary health care (PHC) services is the National Institute of Health Sciences (NIHS). For conducting courses, NIHS handle lot of administrative and academic activities. In the current manual administration system is very poor due to various reasons. In current system, there is no standard method to estimate course cost and no proper method to handle their resources. The costs of time and money involved in the current paper based administration process are ever increasing while the efficiency of processing information is decreasing. And also currently there is no any computerized system to support their day to day activities. Also need to re-engineer the administration system. The aim of this project is to develop a Web Based Automated Resource Allocation and Cost Management System to control, monitor and manage their day to day activities and create a more coherent, transparent, efficient and robust administrative system which will better support all administration and enhance teaching quality across the NIHS. Another purpose of this project is to introduce business process re-engineering (BPR) to facilitate the estimated course cost and resource management. And also automate the some selected operations of the NIHS through the development and hosting of a comprehensive web portal. This comprehensive web based system provides the solutions to the growing needs of NIHS staff.
