Abstract: Due to the rapid development programmes and industrialization, usage of national roads is increasing rapidly. As a result unnecessary traffic congestions often occur in the busy cities in the Island. This is one of the major obstacles for the national economic growth because transportation directly affects to the development. To regulate the existing traffic congestion, traffic controlling systems are in operation at present. Unfortunately it fails to regulate the unexpected traffic congestion in the present main road networks in Sri Lanka. Because of this, the human intervention is required in some situations to smoothen the traffic congestion. The reason for the failure of present traffic light systems to smoothen the traffic congestions in critical situations is that, these systems are working under several fixed time cycles which are predefined. These systems can cope with only to such predefined patterns. In order to overcome this problem we propose a new adaptable automated solution based on one of the Artificial Intelligence techniques called “Fuzzy Logic” and the proposed solution is named as “A Fuzzy Traffic Controller (FTC)”. The proposed FTC will simulate the Fuzzy Logic based traffic regulating and our main objective is to develop this intelligent software as an adaptable solution to the existing system. The project was completed under the two main development phases namely the research phase and the development phase. Results of the experiments display a considerable improvement to traffic congestion caused in the present system
