Title: Web Based Management System for the Export Facilitation Unit of Sri Lanka Customs

Abstract: The Sri Lanka Customs is one of the most important and functionally critical Government departments, which can trace its roots to 1806. Being a central hub for trade in the Indian Ocean since antiquity, the history of customs duties in Sri Lanka dates as far back as second century BC. The major functions of the department include collection of revenue, prevention of revenue leakages, facilitation of legitimate trade and coordination with other departments and stakeholders with respect to imports and exports. The Export Facilitation Unit (EFU) comes under the Industries and Services Directorate of Sri Lanka Customs and handles the Government facilitated Inward Processing Schemes. The Export Facilitation Unit functions with the vision to provide conditional relief from Customs duty and/or other levies on import or export goods so that exports can be facilitated and promoted. The proposed system for the EFU was developed in order for the Unit to engage in providing efficient and effective services to the beneficiaries and the public, replacing the latent manual work practices with an automated Web Based Management System as the solution for the current problems, as well as for future opportunities. The system covers areas such as registration operations of direct/indirect exporters with respect to Inward Processing Schemes, renewal operations of exporters, recording and managing data gathered, scheduling and performing visits/out-panel examinations, improving awareness of available Inward Processing Schemes by providing information for service requests and report generation facilities. This system was designed using Object Oriented Analysis and Design methodology. PHP language was chosen as the development language, CodeIgniter as the PHP framework along with MVC architecture, with the support of latest open source software such as MySQL, Apache, etc. which makes the system highly reliable and maintainable. The system was able to successfully address the proposed objectives and has become an overall highly scalable web based solution for the current problems and constraints faced by EFU, as well as future opportunities.
