Abstract: The Army being the oldest and largest of the Sri Lankan Armed Forces comprises of approximately 10,000 Officers and 170,000 Other Ranks in active service. In order to cater the Army members, Organization needs to procure bulk of items. For these procurements, Army has to follow the tender procedure unlike other government organizations. Government procurement involves a lot of manual processes which are known to be time-consuming and may be error-prone. Present tender system of Sri Lanka Army is a manual and inefficient process. This project focuses on developing and implementing a web-based procurement system. As one of innovative ways of enhancing procurement process, an attempt to develop and implement electronic tendering system is to be made. In designing the system, not only technological aspects, but also issues related to procurement process improvement are considered. The designing of a Web-based Tender Management System aims at improving the efficiency as well as transparency of the tendering process. As an analysis and design approach, prototype method was chosen and UML was used. PHP as a development language was preferred because the resulting system is expected to be portable. The system was implemented using MySQL and PHP technology and has been successfully implemented on-site. Since the system was designed to be portable, it can be easily implemented.
