Abstract: The University of Colombo School of Computing of Sri Lanka is one of the well-established government institutions in Sri Lanka. But the management of this Procurement process is maintained by the traditional system. Computerized “Procurement Management System” will be a better option to replace with the existing traditional manual system. It will be an intranet-based system as it is limited among people who deal with Procurement. The process of procurement is carried out manually using huge paper-based documents, limited staff availability, lack of proper storage etc. Automated system implementation will be a great solution to overcome these barriers, provide more efficient transparent service and also the computerized system will simplify the maintenance of the activities of the Procurement Department. This system has provided many facilities such as Procurement Planning, initialize projects, Appoint Committees, Evaluation of Bids, Awarding, Generate Reports, Supplier registration etc. The procurement process management system has been developed based on the Agile framework. The system is ameliorated using apache web server as the server environment, PHP as the development language and MYSQL as the database management system to provide a low-cost efficient solution for the client. The supporting system is developed with PHP, CSS. In order to use the system efficiently, smooth and simple user interfaces and functionalities are used. The developed system is tested using several testing methods such as unit test, integration test, system test and acceptance test. The entire application could be run on any platform and any web browser. This system provides accurate and up-to-date information regarding the processing and completed projects. All the reports are designed according to the National Procurement Guidelines. I hope this project is going to change the management of the Procurement system into a significant level of success.
