Title: CEB Bill Collecting Secured System for Third Party Agents

Abstract: Ceylon Electricity Board also known as CEB is the government electricity provider, almost covering whole Sri Lanka. CEB has nearly six millions of customers as at year 2019. It’s primary income is selling electricity. Therefore, collecting utility bills from large number of customer base is a massive task. There are many ways to collect utility bill payments including CEB owned counters, banks and supermarkets in Sri Lanka. Paying electricity bills at CEB counters is updated in the billing system instantly, but paying at other third party agent’s is not updated real time. After collecting CEB bills from CEB customers at these agents, the transaction data are sent by a text file by following working day. It is causing a delay to update CEB billing system, and eventually the payment done by the customer will be reflected to billing system after few days. This project is to develop a web API which is accessible by third party bill collecting agents, which enable CEB account number verification, save payment transactions, revert incorrect transactions in real time. Eventually, the payment done by the CEB customer at third party agent is reflected in CEB billing system in real time. Then customer can query the payment details in real-time and then it is benefited to customer to avoid post billing activities such as disconnection and reconnection electricity supply to the premises.
