dc.description.abstractThe Ministry of Economic Development is responsible in monitoring of development programmes implemented by the institutes and divisions under its purview and making policies to facilitate and encourage their activities in order to complete them successfully. Existing progress monitoring system is a manual system which creates many problems. It takes longer time, lower the efficiency of employees and increase the cost. On the other hand, it is difficult to see the actual progress in the working site since there are no visual aids. In order to answer above problems, a web based progress monitoring system was developed with the objectives of developing a web based information collection system for monitoring development programmes, keeping track of the successful completion of development programmes within the time frame, increasing the efficiency of employees and making aware the general public about the development programmes conducted by the Ministry. This system is designed for four principal actors (system users). They are system administrator who handles the system at the Ministry, an officer from each institute/ division who inputs information, general public who seek information and comment/question on them and higher officials who make decisions by looking at the information. A feasibility study was done by interviewing some senior officers and users to determine whether the proposed system is feasible to implement or not. System development was started since positive feasibility results were obtained. The system was developed using mySQL database connected to joomla Content Management System (CMS) including some other joomla compatible components, modules and plugins. Finally, the system testing was carried out using white box and black box methodologies to ensure that the developed web based system meets the requirements of the client and works exactly the way it is expected to work. This system is fully completed and is presently being considered by the ministry for real usage.en_US
