Title: Web Based Monitoring System for Processing Public Requests at Divisional Secretariat

Abstract: Divisional secretariats in Sri Lanka play a vital role in the day to day activities of the people and their life in our country. Peoples irrespective of whether they are from villages, towns or urban areas often visit to the Divisional secretariats to submit their request to obtain services from birth certificates to land permits including several other important matters. As a result, the Divisional secretariats are considered as the focal points of the societies in Sri Lanka. In the backdrop of population growth, instead of existing traditional manual ledger book maintenance and operation, the Divisional secretariats are compelled to introduce an advanced administrative operational system to handle the day to day requests of the people effectively and efficiently, to regularize the documents and data of those requests , to communicate and coordinate with the people with regard to their requests, to asses, evaluate and review the outcome of the work regarding their requests and to analyze, monitor and maintain the entire process and operation with regard to their requests. Spring Framework is used to provide Model View Controller architecture to the system. Hibernate Framework is used as a back-end framework with MySQL database. Object Relational Mapping technology was used to manipulate MySQL database. Twitter Bootstrap provides the Mobile First feature and the user friendliness to the system. The results of the system testing reveals that there are no bugs and errors in the system. The evaluation of the system reveals that the system has adequate quality attributes such as usability, reusability, interoperability, portability and other quality attributes too. The coding standards provides an adequate documentation and understanding about the functions and the logics implemented. Since the system manages required information about staff members, public and progress of the request, the administrator could monitor entire process and the involved staffs at once. The process could be monitored by having a tab or a smart mobile phone with the internet connection anywhere and anytime from the world. This will help administrator to improve the processes and to provide and efficient service to the public.
