Abstract: The aim of this report is to provide a computerized system with tools and procedures to efficiently manage and restore an electrical outage of a distribution system in Ceylon Electricity Board(CEB) which is a corporate body established on the 1st November 1969 under the Act of Parliament No. 17 of 1969. It is empowered to generate electrical energy, transmit the same and distribute it to reach all categories of consumers and to collect the revenue. Customer Base is more than 5 million. It consist of 5 Distribution Divisions, 11 Provincial Offices, more than 60 Area Offices and 200+ Consumer Service Centers Island wide.In CEB, existing outage management system contains glitches, such as delayed outage location prediction, unsatisfied customer services etc. therefore the proposed Electricity Breakdown Evaluation Management System is designed to provide a positioning and navigation through the optimal path between source and destination and calculating the distance and expected driving time based on android platform.It is also provided with many additional features of quick information update, on site job completion etc. In addition to that, the proposed system consists of web based module to automate the process of dispatching job information to the relevant field crew in operation on real-time from the control center at CEB. Android, Google Maps APIs, Google Direction APIs, Java EE, Spring-MVC-JPA, JBoss and Oracle have been integrated and used in this application to obtain solutions.As per the results received from the evaluation of EBEMS, the “Startup & Connectivity” aspect of EBEMS has achieved overall 13.5% of 20% weighted percentage; the “Location Service” aspect has achieved overall 27.94% of 30% weighted percentage; the “Fault Recording (Dispatching)” aspect has achieved overall 26.81% of 30% weighted percentage; the “Interfaces” aspect has achieved overall 17.13% of 20 % weighted percentage. Overall system has achieved 85.38% achievement, it emphasizes Startup & Connectivity, Location Service, Fault Recording (Dispatching) and Interfaces of Electricity Breakdown Evaluation management has been successful designed and developed.As CEB is in a process of implementing SCADA for distribution divisions this module is very much essential in mapping distribution transformers and customer locations. You can make use of this module to automate single line diagrams of electricity distribution network.
