Abstract: Today the business and services environment is very competitive and complex. Even if modern technology and highly qualified and well trained staff are available, without an efficient information management system, organizations cannot function effectively. Recognizing the need for an efficient information management system, The National Blood Transfusion Service of Sri Lanka has sought to develop and set in place such an information management system. This dissertation presents the development of a Blood Bank Management System, which is developed using quality and effective computer systems applications for the purpose of providing modern information management services in the medical and health care sector. Information and computer technology is popular in blood banks, for its potential in working efficiency as well as its service quality. But in the face of the explosive data and information, one of the challenges in blood bank information systems is how to make good use of them for data collecting, monitoring, analyzing and decision making support. Almost all the Blood Banks in Sri Lanka use manual systems because there is no centralized management system to support their day to day activities. The objectives of this project is to identify the problems in the manual process of The Blood Bank Unit located in Wathupitiwala District Base Hospital and provide a solution based on ICT to improve efficiency and decision making. By considering the customer requirements, performance and the speed, a web based application is created. Object oriented system design was used to design the system and the system was developed using HTML, PHP, Java Script and MySQL to handle the database of the system. Based on user acceptance testing and evaluation, the author is able to conclude that the system helps to improve the Blood bank management tasks. However, further improvements such as making the system available online for all the blood bank in the country could provide a better result for the users as well as for its staff.
