Abstract: “Mobile Application for Identification of Vehicle Registration” is Automatic Number Plate recognition system, where car plate is recognized and identified automatically. Traffic control and vehicle owner identification has become major problem in every country. Sometimes it becomes difficult to identify vehicle owner who violates traffic rules. Sometimes police personals want to contact vehicle owner for move the vehicle or identify the owner. And police personals need to know the particular vehicle number plate is for that vehicle, which means they want to know the appearance of the vehicles (type and color of the vehicle). Sometimes they want to know the history of the vehicles. In current way of doing these is calling to the operator and get the vehicle details. It will take some time do this process. In propose system, police personals can use their mobile phone and keep it in to the licenses plate it will show owner details and vehicle details. And another purpose of this system is, each and every scan number plate will log in a server with its GPS location. End of the day police personals can check the log for their references. There are numerous ANPR systems available today. These systems are based on different methodologies but still it is really challenging task as some of the factors like low computational power, mobility, non-uniform vehicle number plate and different lighting conditions can affect a lot in the overall recognition rate. Most of the systems work under these limitations. In this paper, different approaches of ANPR are discussed by considering image size, success rate and processing time as parameters. This paper is focuses on techniques like 2D Haar like Discrete Wavelet Transform with AdaBoost boosting classifiers, image binarization, contours as shape analysis algorithm and Kohonen self-organizing neural network. And this is an Android mobile platform application for number plate in Sri Lanka. Doing above high computational power needed task in a low computational power mobile device is a challenging task.
