Title: WEATHER INFORMATION MANAGEMENT & TRANSMISSION SYSTEM FOR DEPARTMENT OF METEOROLOGY

Abstract: The Meteorological Department of Sri Lanka has a history of over 60 years in the field of meteorology, oceanography and climatology providing a very important service to various critical areas in Sri Lanka such as agriculture & fisheries. The services of this department are highly valuable with regards to the entire country s weather information activities. All the related weather observatory stations are located island wide & provides time based critical observations such as Temperature, Rainfall, Wind, Cloud status and humidity to the head office while sending & receiving(transmitting) such weather data among other stations. All of these & related processes are done & managed by a manual system which lacks mainly the efficiency & accuracy. As a result there are many drawbacks which may badly effect the critical services which the department provides. Therefore the project I have initiated will improve the quality of service, efficiency & furthermore it will provide many additional features which will enhance the entire functionality & productivity of the weather services. This will be a web based system which is built on focusing to overcome the drawbacks & inabilities of the current manual system. Currently the system is being designed and some of the modules are undergoing the coding stages. The solution of design is intended to manage dozens of processes of the client while administering systems such as Weather data input & encoding, Meteorological data management & archiving, Weather alert & Report generation. Furthermore this system will provide several new functions which make a highly productive service. The new system is based on Object Oriented techniques and adopts 3-tier architecture in client server environment. All the methods which includes in Unified Modeling Language (UML) was used for the analysis and design procedure. System will be built using Hypertext pre-processor (PHP) server-side scripting language whilst the database design depends on MySQL & Apache will be employed as the web server. Since this is a web based system, it is entirely platform independent and can be accessed simply via a web browser from any location. The web based Weather information management system will enable all the current processes to be done very efficiently while providing all new functions to support the services which are critical for the safety, productivity & awareness of the nation.
