Abstract: The Department of Post which is located in Colombo is one of the oldest government departments in existence today. The Department of Post is functioning under the Ministry of Posts and Telecommunication. At the moment Department of Post is maintaining a manual Human Resource Management System, which leads to certain problems such as less accessible to records, high risk of errors, delays in decision making and inefficient. To provide a better solution for the problem domain of the Department of Post with regard to manage the staff members details necessary to provide a computerized system. The proposed system covers leave management, training management, EB exam results management, dismissals and other human resource management functions in Department of Post. The system has adopted Model View Controller (MVC) architecture and Object Oriented techniques. In addition, Unified Modeling Language (UML) was used for analysis and design. Hypertext Pre-processor (PHP) which is a server-side scripting language was used to build the system and Apache has been used as the web server, meanwhile MySQL was used to handle the database. Since this is a web based system, it could be operated either in Windows or Linux environment. The web based Human Resource Management System has been designed to fulfill the client requirements and process Human Resource functions more efficiently. Furthermore it makes possible to monitor and control whole process of the department while increasing staff collaboration.
