Title: Web Based Members Fund Monitoring System for Eastern Provincial Council

Abstract: Eastern Provincial Council consists of 3 districts namely Trincomalee, Batticaloa and Ampara. There are 5 Ministries and 28 Departments and also 45 elected Provincial Council members. Provincial Ministries and Departments are entrusted with the tasks of implementing projects under the Member s Fund such as infrastructure facilities, livelihood activities, public utilities and conducting training programs. The Provincial Planning Secretariat takes major role to coordinate and monitor the Members Fund Projects. The web based Members Fund Monitoring System (MFMS) is built to overcome some of the problems and inefficiencies of the current manual system. This solution is built in a way to cover the overall coordination and monitoring processes of all implementing agencies, such as project proposals, approval procedures, fund allocation, monthly physical and financial progress monitoring and Report Generation. Further, the best part is; the web based system makes it possible to Centralized the all information and easy access from anywhere in anytime. The web based system adapted Model View Controller (MVC) architecture and Object Oriented techniques. In addition, StarUnified Modelling Language (starUML) was used for analysis and design. Hypertext Pre-processor (PHP) which is a server-side scripting language and Ajax and jQuery technology were used to build the system and Apache has been used as the web server, meanwhile MySQL was used to handle databases. Since this is a web based system, it could be operated either in Windows or Linux environment. The web based Members Fund Monitoring System has been designed to fulfil the user and system requirements. The developed system has been properly tested using a comprehensive testing procedure which ensures a high-quality system.
