Abstract: The Survey Department of Sri Lanka is the National Surveying and Mapping Organisation and also the national focal point of GIS and Remote Sensing with representation in the Global Mapping Project. Land Information System was developed for Survey Department based on the concept of the Deputy Surveyor General(LIS/GIS) of Land Information System branch as a result of their Strategy for improve their service. The client is into their service of providing quality land information to Local Government authorities and general public. The proposed system was developed to facilitate achieving the requirements of the most of the state holders in the land survey field using Information Technology to make quality, timely and accurate service. So it is crucial for Land Information branch by automating their manual system to be competitive with the other rivals in the information providers of both governmental and non-governmental organizations. With the strategy to establish a Land Information System, the functionalities involved will be much higher compared to rapidly improving information providing systems. The existing manual system had many failures and limitation such as access to land information was a time consuming activity and maintainability of records and their accuracy, inability to track performance was done manually and no proper system to manage the database were the major concerns. With the expansion it is crucial to address all these limitations for an effective management of the land information and to win the satisfaction of the general public which will be a crucial aspect. LIS will be capable of addressing all the issues identified above to manage information effectively and it will empower the users to analyses information in many perspectives. Land surveying handling, Data submission handling, Land history management, handling land data reports, Manage surveyor?s activities and generating of customized reports under each module are covered by LIS. The LIS had been developed based Client Server Architecture and using Object Oriented Concepts. PHP and MySQL & PostgresSQL database management systems used as development tools. Accordingly, the system (Land Information System) will try to reduce the difficulties with the manual system by performing functionalities efficiently.
