Abstract: This dissertation systematically explains each of the distinguishing characteristics of the project mainly named as Web Based Maternal and Child Health Management System for MOH office Thellipalai in Jaffna. This system is vitally important for organizations which handle pregnant mother? records infant care and other day to day operations. All sectors in Jaffna are still in the initial phase of adopting information technology into their office management activities. The goal of this project is to provide an efficient and effective system to the staff at the MOH office to handle their daily office management, MCH services and some important calculating operations efficiently. In this MOH office, Thellipalai, they provide mainly maternal and child health care services. MOH Thellipalai has fourteen areas. For each area they have to do maternal and child health field activities and maintain the daily, monthly and quarterly reports. Here, a manual office system is used by the PHM, SPHM, MOH and administrative staffs in the office. They face considerable difficulties with the paper based media and manual system to manage their day to day operation and generating monthly, area-wise and quarterly reports. This system has used object oriented techniques. Unified modeling language was used for analysis and design. Hypertext Pre-processor which is a server-side scripting language was used to build the system, while My SQL was used to handle databases. Adobe Dreamweaver is used to create web page. Since this is a web based system it could be operated either in Windows or Linux environment. The system was designed to fulfill the requirements of the administration and staff of the MOH office. It helps the administration to work effectively and efficiently according the time demands. This system aids in tasks from preparing daily, monthly, area wise and quarterly statement to the maintenance of SPHM. The system also automates some processes such as intra-natal care, antenatal care, postnatal care, antenatal morbidities, infant care, pre-school care calculation and helps in maintaining the office by keeping all information in paper records. The project should be lower in cost and completed within a scheduled period.
