Title: Machinery Information Management System for Irrigation Department

Abstract: The Irrigation Department is a Government Department which was established in 110 years ago. It is subjected to the control and direction of the Minister in charge of the subject of Irrigation. The mechanical branch is a sub department of the Irrigation department. This sub department is accountable for all the types of machinery purchasing, maintaining, licensing, allocation, transferring, disposal and machinery auctioning. Till date the department has been operating in a very traditional manner and Information technology and related process improvements have not been utilized. At present, the department is operating using traditional manual file system. As a result, the manual process is lacking the advantages of modern computerized system consequently the present manual file system has all the disadvantages in operation, such as higher labor effort, data duplication. Information being in consistent and out of sync... This directly impacts the current operations and management information reports. The deputy director has taken a strategic decision to computerize the process and apply information technology with mechanical branch operations. The director intends to streamline the business process and IT operations to improve the service and add value to the services they are offering, cutting down delays. The department also anticipates the staff will have less stressful time and improve productivity with the new approach. I have used the knowledge gained during this degree program and defined a solution which will address the requirements The proposed web based Information management system for the mechanical branch of Irrigation department includes managing their inventories, finances, purchasing and vehicle distribution. This was covering almost each part of their current operation, and with additional facility of reporting as well. The solution in discussion here is developed using simple PHP, with object oriented technology with a design of MVC architecture. The solution uses the famous Code Igniter open source framework, due to its simplicity, power, and minimal foot prints. System also uses a MySQL database. The next few chapters will discuss the requirements, available options or choices, design methodology/technology and design decisions taken and finally the learning experience.
