Abstract: Information security deals with the protection or preservation of six key aspects of information, namely, confidentiality, integrity, availability (CIA), authenticity, accountability, and non-repudiation. Considering organizations ever-increasing dependence on information systems for operational, strategic, and e-commerce activities, protecting information systems against potential threats to the organization has become a major concern for governmental policy as well as business corporations. University Grants Commission (UGC) is the Apex body of the University System in Sri Lanka which operates within the framework of the Universities and Higher Educational Institutes spread island wide. Hence, developing Secure Provident Fund Data Management System is more useful. The present data transfer system used in the University Grants Commission (UGC) is manual and involves lot of paper work and delays. Still the UGC Provident fund receive monthly contribution financial data from universities spread out Island wide and higher education Institutions with a Floppy Diskette or CD. This can be eliminated from a properly organized and computerized cryptographic system with security. It will be more beneficial developing Secure Provident Fund data management System specially web base using information security technologies, because nowadays internet is a fast growing technology and business operations using the secure web is a challenge, since it is still a new concept to Sri Lanka. Proposed system will consist of various required facilities to UPF staff for data encryption and decryption using PKI infrastructure. Presently Sri Lanka government has released under Electronic Transactions Act No. 19 of 2006 and Use of Electronic Documents and Electronic Communication for Official Use Circular no SP/SB/01/13 for electronic documents transaction and conducting research and implementation of such system will immensely useful for information security of government institutions.
