Title: Online Activity Monitoring system for Government Institutions

Abstract: Irrespective of its type or the size, every organization has a purpose, a mission and set of activities or strategies that should perform to achieve its goals. But many fail to succeed or fail to perform as expected. Lack of physical and human resource administration and management, ill motivation, communication and coordination, poor planning and lack of system for monitoring activities can be considered as the most weighted failure contributors. Author believes state of art information technology solution that uniquely address above contributors can minimize the chances for failures. The proposed solution is a web based application developed successfully with Rapid Application Development methodology that mainly facilitates human and physical resource management through keeping up-to-date information that helps decision makers to develop the most suitable decisions. It helps to conduct employee related operations such as increments, promotions, leave management and transfers with transparency as well as effectively making employees both satisfied and motivated. Each employee is enabled to access the solution and communicate among peers as well as management through Short Message Services and emails enabling no barriers for timely communication. Among many development considerations, being the solution web based allows employees to access information or conduct activities without any barriers. Solution has been developed with open source tools and technologies making it portable as well as affordable. It relies on many 3rd party tools for extended features that are uncommon in many web based solutions and adheres to Model View Controller architecture. The solution has been successfully implemented and tested at SLIATE, where a paradigm shift towards technology based communication through SMS and emails, timely executed operations and effective monitoring and overall employee motivations have been observed. It has been observed that blog and post has become a popular tool to discuss employee concerns as well as to communicate meeting decisions making employees rich in information. Nearly 450 employee data has been already fed and in average 50 active users work with the solution daily basis. Senior management is more convinced with the results and has requested many additional features to be implemented in the next version. As per the conclusion, it provide hard evidence that the solution implemented is an ideal tool for any organization that looks forward to achieve its goals through proper human, physical resource management , effective communication and control and monitoring of its activities.
