Abstract: Working in remote areas is compulsory for government employees particularly for new employees. But working apart from own cities make lot of difficulties as far as employees are concerned. Similarly, some university students face the same problem of been selected to a university situated too far from their own cities. Traveling distance, poor traveling facilities, timing consuming, accommodation difficulties, living apart from their families, caring of children etc; are some of factors that people do not prefer to work or study out side their own cities. Fortunately there are mechanisms to mutual transfer for both government and university students. Majority of them use classified paper advertisements to find a mutual partner. But the problem is paper advertisements are not effective method and not solving the problem properly. Addressing this problem, a web based mutual transfer system was proposed. By using this system users can submit their mutual transfer needs to the system through a registration process and able to access the personalized area of the system. Using personalized area user can update their mutual transfer details, set expire date for the advertisement and they have complete control over their advertisement with use of delete user account option for the users. Personalized area also provides a way to find mutual transfer seekers who match to user s requirements with a search feature which can be used to search mutual transfer seekers location wise. Unregistered users can use quick find feature to find mutual transfer seekers according to their needs without going through a registration process. This system also provides a reports area for the management purpose to measure progress of the system. This web based mutual transfer system was developed using PHP 5.3 (server side scripting language) which is compatible with almost all web servers. MySQL 5.1 was used as the database management system because PHP and MySQL are freely available and integrate well each other. HTML 4.01 was used to develop web pages and CSS 2 was used to style the web pages.
