Abstract: The National Institute of Education (NIE), Sri Lanka is the prime institute in the country responsible for providing leadership for the development of general education with, quality, equity and relevance in a pluralistic society. Information Technology (IT) department is a technological department which helps to improve the learning and teaching process in schools. developing curriculums, train teachers, providing other related materials are the main activities of department of IT. The new system consists of the Student, Teacher Information System & E-learning management system for the department of IT of National Institute of Education. The new system provides facility to coordinators, course designers, teachers and users(Students) to make their work done easily, efficiency and effectively. From the new system, course creators, teachers can update their courses, activities and track the student s knowledge in the system and e-learning management system. Students are able to download syllabuses, notes and evaluate their knowledge by getting different activities and quizzes. System provides variety of management reports for administrator and managerial users. New system provides management to monitor user s performance, user evaluation and user s feedbacks etc. and also provides facility to update news and other events to the users. At the beginning, project objectives were not clearly defined; because of that Evolutionary prototyping methodology was used as the development methodology. The entire system was developed under WAMP package in windows environment with the support of Apache Web Server, MySQL Database management system and PHP as a Server side scripting language. In order to client side validation Java Scripts has been used. The Learning management System (LMS) was developed by using an Open source software package called Moodle as an additional requirement of the NIE. The new system has more features to overcome the difficulties faced in the conventional system. There are lots of new components and modules have been added to enhanced the quality, standard, efficiency, productivity and decision making capability of uses and management as well. So through the new system, most of the functional and non functional requirements have been achieved.
