Abstract: When a large building is to be constructed successfully, it has to be formally identified as a project and managed effectively. Cost Engineering Services (Pvt) Ltd, is a firm which undertakes management of this kind of projects. One important part of their duty is costing the project in minute detail, with a great degree of accuracy. This costing acts initially as a budget for the owner of the proposed building, secondly as a document for the purpose of calling for tenders to select a suitable building contractor, thirdly as a benchmark for tender evaluation and finally, to check the accuracy of bills submitted by the contractor. Presently, these bills of quantities are prepared using a computer but not fully automated. Inaccuracies creep into these bills quite often when they prepare these documents, due to the great extent of calculations involved. There are hundreds of items to select from, with each one having its own standard unit. The said inaccuracies pose a major problem to the project managers in discharging their duties satisfactorily. This project report is about how this problem was solved by automating the entire process, simplified and presented in a user friendly way so that the user can carry out complex tasks without any trouble and in a short period of time. The end product is expected to save a great deal of time when preparing a bill of quantities. (BOQ) The QS will use this software to predict accurately, the materials required along with the quantities and the costs and the relevant labour costs to carry out the complete construction of the proposed building. Thus the software should provide facilities for the QS to feed items of building material, the quantities and the rates to prepare the BOQ. The user should be able to create a new bill, amend or revise an existing bill and finally print the bill as a hard copy report. It was decided to develop the software using Java programming language along with MySql as the database. Appropriate tools would be used to obtain the maximum functionalities of both Java and MySql. NetBeans for Java and MySql WorkBench for MySql would be used. UML techniques would be used in modelling the system. It was also decided to use tools such as Jasper and IReports in producing hard copy reports.
