Abstract: In any organization Human Resource is the most valuable assets. If we can successfully establish beneficial human resource planning and strategies in the most suitable way it will produce high return on investment and also it will minimize financial risk that company facing. In manual skill management system the human resource manager will face for several problems. When selecting employees for the project it is hard to select effective people that have relevant skills and knowledge to do the job. When skills are recorded as a hard copy it needs some space for storage, and there is a high risk of misplace them, and also he has to consider about document privacy because sometimes it is easy to access skill documents to any person in the organization so documents should be locked otherwise it will be very good advantages for the rival companies. Humans are developing theirs' skills day by day. So database should be up-to-date, in manual system it is difficult to determine when organization have many employees OpenArc System Management (pvt) Ltd is leading IT consulting service providing company of Sri Lanka. Their one of the newest Product is "SkyBank". It is a fully browser based software solution for merchant bank and financial companies. SkySkill is a skill inventory system and it is a sub module of SkyBank. It is a fully automated system that manages employee's skills detail, it's can address the most problems that manager are facing today, it has also helped employee to update their qualifications in real time, also any person can register to the system as a job seeker and find the best job opportunity. System fulfilled different functional areas such as user control, employee skills update, manage evaluation programs and development programs, Job seeker profiles manage etc. Object-oriented methods and several development tools used to design and develop the system, final system successfully hosted on clients' cloud server. According to client feedback, final system has been designed and developed to meet all clients? requirements. It is a total solution for the client to achieve their goals and objectives.
